It's a splitter
It splits one RCA into two. Or combines them. Decent quality, didn't have any signal degradation issues.

Worked great for application
I used this item for the surround sound in my room. I took the sub setup out of my car and used this to go from a single female end into two male ends to plug into my kicker amp. Works perfectly fine for that. Only draw back was how long it took me to find it on the site.
